“Project for Improving the Qualifications of Turkish Citizens and Syrians Under Temporary Protection through Vocational Training”

Purpose: To increase the social, cultural and economic welfare levels of refugees and local communities living in the region, to ensure positive developments in the socio-economic structure of the province and region in the medium and long term, and to contribute to the sustainable economic growth of the province and region.

Target Groups: Syrian and Host communities, consisting of 300 disadvantaged people between the ages of 18-40, who are unemployed, without professional qualifications, who have a profession but cannot find a job, residing within the borders of Gaziantep province, will be beneficiaries of the project. Beneficiary distribution and rates for vocational training programs to be implemented in 8 areas and 15 groups are as follows.

Content: The topics of the vocational training programs to be implemented within the scope of the project consist of the professions in which employment growth is expected and which are difficult to obtain, as stated in the İŞKUR 2020 labor market research report. In addition, the field research conducted by our center's instructors and the demands of the businesses were also effective at this point. On the other hand, Textile, Machinery, Metal, Wood and Automotive sectors are the leading sectors in terms of employment rates and employment capacities as the locomotive sectors of Gaziantep industry.

The professions determined within the scope of the project will be implemented within the scope of the Lifelong Learning LLL modular training program, and all participants who successfully complete the vocational training and are entitled to receive a certificate will be certified as approved by the Ministry of National Education. For each vocational training program, course approvals will be obtained in cooperation with the HEM and the participants will be entered into the LLL database. Depending on the need, technical teachers and/or master instructors will be assigned from institutions affiliated with the Ministry of National Education (HEM, MEM, AML Anatolian Vocational High School?). The vocational training program to be implemented will be carried out in groups of 20 people, for a total of 15 groups. One-to-one translation support will not be provided in mixed vocational training programs (TR and SRY). The main basis of this practice is that the Turkish language level requirement is applied during the selection phase of the participants and the social and cultural adaptation processes are negatively affected in the Syrian participants who receive translation support. Participants who receive translation support do not make an effort to learn the language and/or communicate, and withdraw themselves in this context. However, in cases where the instructor has difficulty in explaining and/or the participant has difficulty in understanding technical terms appropriate to the content of the vocational training, translation support will be provided by translators on a specific basis. Participants attending each group of vocational training will be included in written and applied measurement and evaluation processes throughout the training, and their learning capacities and skill levels will be determined. The most important criterion for participants to successfully complete the training will be their attendance period. Participants who attend less than 80% of the total training time will fail and will not be certified.

Vocational training activities will be implemented 5 days a week, 6 lesson hours per day (1 lesson hour of 40 minutes) in line with the LLL modular program durations. At the beginning of the program, the participants who will participate in the training will be entered into the HEM database and the training and documents provided will be registered by the Ministry of Education throughout the country. Participants who participate in vocational training within the scope of the project will gain a significant advantage in reaching journeyman and mastership certificates with the training documents they receive. With the regulation published by the Ministry of National Education, individuals who have completed the modules training programs defined by the General Directorate of LLL, within the scope of documentation of past knowledge, have been provided with access to Journeyman and Mastership certificates. In this context, all participants will be guided through guidance activities to access the relevant documents. The relevant activity will be documented BOTH with verification documents such as course approval, participant lists and daily signature sheets, course completion documents, activity visuals. Training activities are planned to start in the 3rd month of the project and be completed in the 10th month.
